Pop festivals and the health and safety issues. Committee member on their report’s findings and recommendations including using a system of licensing but there is disagreement on how it would work. If a licensing system cannot be agreed, a full time liaison officer should be employed to help improve festival safely. Another spokesman states what he thinks the reasons for problems at free festivals are, feels the legislation should be looked at, and responsibility given to promoters rather than the councils.
