A special council is to be appointed to investigate the Whitewater Development Corporation in Arkansas. US President Bill Clinton and wife Hillary Clinton were said to have invested money in the venture and be involved with the owner of a building society, James McDougal. The building society went bankrupt costing the taxpayer £40million. Paul Woodley? reports and Republican Congressman Jim Leach comments.
