Sports Minister Colin Moynihan is convinced that the identity card scheme which will see all football fans issued with cards will curb soccer hooliganism. He dismisses the claim that most violence takes place outside the ground, and that clubs will lose revenue, causing the smaller ones to go bankrupt. Paul Rowley reports.
