The Chancellor of the Exchequer, Kenneth Clarke, is keen to dispel rumours that he is being sidelined by right-wingers in the Cabinet, by demanding lower spending. He is speaking to the Centre for Economic Performance at the LSE and Clarke admits to reporters that he is using the occasion to do just that. He believes a 40% target is realistic.
