Excerpt from Prime Minister John Major’s broadcast to the nation, following last Friday’s Docklands bombing. Major says the IRA has not moved forward, but Northern Ireland has. Sinn Fein and the IRA must accept democratic principles, but so far they have not and that is why all-party talks have not yet taken place.
