- The phase out of chloro-fluoro-carbons, known as CFCs, is to be complete by the end of the century. Environment Minister Lord Caithness (Malcolm Sinclair) speaks to John Fraser welcoming the deal made by the EEC in Brussels and says itâs a major boost for Prime Minister Margaret Thatcher who is to host a conference to discuss ways of saving the Ozone layer.
