Following the Commons vote to accept a forty percent minimum requirement in the devolution referendum in Scotland, Scottish Conservative MP Teddy Taylor argues if there were a free vote in Parliament on the Devolution Bill it would be thrown out and given a proper campaign, the Scottish people would similarly vote against it.
