- Paul Rowley interviews Sports Minister David Mellor, following a Government decision to allow lower division football clubs to retain standing areas at their stadia. Legislation to remove standing terraces was introduced in the wake of the Hillsborough stadium disaster in 1989. The relaxation follows pressure from Third and Fourth Division clubs while Second Division clubs with low attendances could also be exempt if they pass strict security guidelines.
