Leader of Westminster City Council David Weeks says they are buying back three cemeteries sold to Cemetery Management Ltd for 15p in 1987. The district auditor John Magill said the sale was unlawful but Weeks denies they are buying them back to avoid being reported to the ombudsman. Emma Howard interviews.
