Interview with former foster parent of Kimberley Carlile (poss. Gordon Whiteley), following her murder in 1986. Kimberley’s natural mother, Pauline Carlile, was later sentenced to 12 years for assault and cruelty and her step-father, Nigel Hall was sentenced to life imprisonment for murder. Says there is a need for a national campaign to change the laws that protect children at risk of abuse. Male interviewer not identified.
