Description
President George Bush’s announcement that he is boosting the US garrison in Panama by 2000 extra combat troops sent dictator Manuel Noriega and his military commanders into a flurry of meetings and strategy sessions to plan their response. The troop deployment is the most tangible of a package of measures that relies more heavily on diplomatic pressure to achieve Bush’s stated aim, the end of Noriega’s rule in Panama. The ambassador and key diplomatic personnel have been recalled and economic sanctions extended. Nick Peters in Washington reports.
