US President Ronald Reagan and Prime Minister Margaret Thatcher both give speeches at the Guildhall in London after Reagan signed an agreement with the Soviet leader Mikhail Gorbachev in Moscow, which will see arms reduction. Reagan on issues discussed at the summit, reform in the USSR and relations with the Soviets. Thatcher pays tribute to the outgoing President. British and US national anthems played.
