- The START 2 nuclear arms reduction treaty is to be signed shortly when outgoing US President George H. W. Bush visits Russia. However START 1 is yet to be ratified in Ukraine and other former Soviet states. Moscow conservatives are critical of the treaty while Defence Secretary Dick Cheney has warned about the problems of an unstable Soviet Union. With President Bush at a White House press conference on START and upcoming visit to US troops in Somalia; and spokesperson from Washington-based Arms Control Association Jack Mandelson.
