Victoria Smith reports on UK Government peace talks with Sinn Fein planned to take place before Christmas being put at risk by the shooting dead in an armed raid of Post Office worker Frank Kerr in Newry, County Down, Northern Ireland, presumed to be by the IRA and so breaking their ceasefire.
