Sir Leon Brittan, Britain’s senior EC commissioner, comments on the European Court of Auditors report revealing the extent of fraud and mismanagement of the budget for the EU. He accepts there is fraud in some areas including agriculture but says national governments must take some of the blame as they administer many of the European schemes. Interviewer not heard.
