Report on the setting up of the Child Support Agency. Labour leader, John Smith claims the CSA is causing anxiety and dismay, that its policies concerning payments are unrealistic, and that it is being used to benefit the Treasury. Prime Minister John Major responds. Chairman of the House of Commons Social Security Committee, Frank Fields says the Government is meeting its targets rather than looking after the people who should benefit.
