House of Commons speech by Prime Minister John Major in which he confirms the Government is to hold talks with Ulster loyalists, in the wake of a first meeting with Sinn Fein. The PM told the House he hoped both the loyalists and Sinn Fein would show a serious commitment to peace. But he is stressing there are no plans to release those jailed for terrorist violence.
