Chris Chambers reports following Home Secretary Michael Howard’s new policy of sending more offenders to prison and building more prisons. Interviews with John Mellor of the Canadian Avenue bail centre; a resident, John, claims the freedom gives prisoners time to think and encourages them not to reoffend and is against the new polices; resident Lee Jenkins says serious criminals should be locked up, but small crimes should be treated more leniently.
