Linda Duffin reports on the Notting Hill Carnival in London. The event in 1988 is being hailed as the most peaceful for years; crime was down by ninety per cent on last year, and the violence which marred that event was largely absent this year. Organisers say they have now silenced the critics who said the carnival should be scrapped.
