Bosnia’s warring factions have taken another step closer to a lasting peace, after reaching agreement on constitutional principles. The announcement came after a special meeting at the United Nations in New York. Under the accord, territory will be divided between the Serbs and a Muslim Croat federation, but the country will remain united. US Envoy Richard Holbrooke says there is still much work to do.
