Shadow Chancellor Gordon Brown has promised to spend one billion pounds on fighting unemployment if the Labour Party wins the next election. It would be paid for by a one-off windfall tax levied against the bosses of the newly privatised utilities. Gordon Brown has also told the party conference in Brighton he wants to see the rail sell-off stopped, and VAT on fuel reduced. He claims Labour won’t become trapped in the cycle of tax, spend and borrow.
