The decision is thought to have been taken on the advice of Chancellor Norman Lamont, who believes the economy will improve by the new year, while campaign strategists feel the party needs a sustained opinion poll lead before an election. Labour are accusing the Prime Minister of putting his party’s interests before those of the nation.
