Simon Bowden reports on the decision of port managers at Tilbury docks in Essex to refuse to unload a cargo of toxic waste. The ruling came after protests by Greenpeace activists. The Russian ship, the Khudozhnik Saryan was forced to return to Canada with its load of polychlorinated biphenyls (PCBs).
