Simon Irwin interviews Police Federation chairman, Alan Eastwood, following an article in Police magazine, which says police officers have lost confidence in their superiors after a number of policing disasters such as the Hillsborough stadium tragedy.The Police Officers Union says the problem stems from the attitude of chiefs who move from force to force to gain promotion.
