Speech by shadow Chancellor Gordon Brown on the Labour Party Welfare for Work proposals which would force the unemployed under 25 to accept work, opt for training or risk taking a cut in benefits. The proposals would be paid for by a windfall tax on the privatised utitilies and mean remaining unemployed and receiving benefits would no longer be an option.
