John Fraser interviews UK Environment Secretary Chris Patten, following a decision made by EC environment ministers to cut pollution from power stations. The ministers reached a historic deal to put a freeze on carbon dioxide levels by the year 2000 but Britain is standing by its deadline of 2005.
