Home Secretary Douglas Hurd is under fire for his new-look secrecy laws. The Official Secrets Bill, published last night, is designed to replace the discredited Official Secrets Act, in force since before the First World War. Critics are angry that it will still be an offence to make disclosures in the public interest. But the Home Secretary says the bill is an exercise in openness. Male reporter not identified.
