Employment Secretary Norman Fowler has been defending his new legislation, which will mean sixteen-to-eighteen year-olds working round-the-clock shifts with no limit on their hours. The TUC says the change will leave teenagers open to exploitation from bosses who will force long, unsocial hours on them because they are cheaper to hire than older workers. But Fowler says the change as laid down in his new employment bill, published this afternoon, will make it easier for youngsters to find work. Male reporter not identified.
