Bush hs declared the zone a disaster area, and has already pledged $273 million from the federal government. Includes interviews with residents now homeless, Aly Kanalek and Susanne Kleeman; and with Robert Velans a FEMA official on wanting to get aid out as quickly as possible after criticism of a slow response after Hurricane Hugo.
