Decision Makers, presented by Peter Murphy. Foreign Secretary Geoffrey Howe holds talks with Russia, aimed at building a relationship and holding talks over arms control, but opposition MPs claim the talks were a waste, and a squandered opportunity to rebuild a relationship. Howe also acted as a go-between for the USA over talks about nuclear weapons in outer space (Star Wars also known as SDI or Strategic Defense Initiative). The programme asks, does Britain have a role to play? Star Wars weapons are examined, including laser and particle beam weapons.
