The International Movie Database (IMDB) lists a film CAESAR’S PRISONERS (1911), directed by Frenkel, in which Frenkel plays Julius Caesar and Julie Meijer the role of Queen. This 9 minute film was produced by the Natural Colour Kinematograph Company and is likely to be the same film that Ball cites.
