- The last time they counted the inhabitants of Hong Kong was 30 years ago. About 800,000 was the figure then. For the new census, some 12,000 people were employed, and they expected to count over 3 million. When the enumerators had taken an oath of secrecy, they got busy. Busy is right, for Hong Kong people swarm all over the place. There’s even a large floating population! But a census is necessary, the Government must know how many to plan for.
