SHOTLIST: Aerial over the city and the new City Hall. Ground shot of the Royal Procession arriving. The carriage is escorted by Life Guards. They mount steps of the of the City Hall and the King inserts the key to open same. Pan down from top of the building to the ceremony being performed below.
