- Outwardly, the city appeared normal. In the main streets and shopping thoroughfares life went on at a bustling rate. But away from the bright lights there are reminders of the grim troubles which intolerance has brought. When British Home Secretary James Callaghan went to Belfast, it was as a peacemaker, but he made it plain - it was up to Ulstermen themselves to work out that peace.
