DESCRIPTION: The raising of Singapore to the statue of a City was naturally a gala occasion; for in spite of the grave situation in Malaya, it was clearly right to celebrate this new dignity. SHOTLIST: Cut story - KS. GV of Government building. Sir Franklin Gimson inspects Guard of Honour. Hands over Royal Charter, several shots. SCU trumpeters.
