Great mismanagement and weakness are causing unrest and disturbance to three hundred million primitive people whose well-being is in our care. The confusion which exists in the political parties at home, may well produce chaos in India. We require to have a clear practical policy and to pursue it with courage and with conviction, for I feel that the Indian danger will raise a crisis equal in importance to the greatest event in the history of Great Britain..."
